The game developers have a released a bit of what they are planning for the future of the game. With these plans, they are making fighters very happy, and energy players very upset. First the plans, then I'll explain the basics of how this will impact players.

In the coming weeks and months, the Mafia Wars team is rolling out an aggressive number of new features that are targeted at the “fighter”/stamina focused players. As you can see with robbing, stamina is becoming a more important stat in the game, and this will be even truer with the introduction of Fight Club (which will provide fighters with a private Marketplace), Street War and Vegas Tournament Fighting. You’ll soon see an awesome revamp for Boss Fighting. Each of these fighting-centric features takes fights to the next level, and will make you care even more about how you defend your turf against other players. Player vs. Player interaction via fights has always been one of my favorite things about Mafia Wars.
If you are a fan of current fighting, we are not changing normal city-based fighting in any fundamental way (other than the exciting addition of the Animal type), so you should feel free to continue to add Skill Points to your Attack and Defense stats. Fighting will soon allow you to win victory tokens, which will give you the chance to purchase cool new loot in the Fight Club area of the Marketplace!
Vegas will take Mafia Wars to the next level. You’ll be able to run your own casino in the Las Vegas expansion, as well as bring your fighting skills to assist in completing jobs.

We do understand that many of you are very dedicated to Mafia Wars, and we always strive to make sure that this game is one of the best social gaming experiences out there. If you have played recently, you probably have seen our brand new feature – “Challenge Missions”! I’m here to answer some of your questions of this new part of Mafia Wars.
1. Are you ceasing to create new big cities like Moscow and Bangkok? What is happening to the Las Vegas city expansion?
The answer to this is a definite no. In fact, I’m sure that the new Vegas content is going to blow you away. With awesome improvements to jobs, fighting and some brand new ways to play the game, Vegas will take Mafia Wars to the next level. You’ll be able to run your own casino in the Las Vegas expansion, as well as bring your fighting skills to assist in completing jobs. Challenge Missions allow fresh content on a more regular basis, but “Big” cities such as Cuba, Moscow and Bangkok are here to stay, and they are going to be bigger and better than ever before.
We understand that many players love the old style of Mafia Wars, and they shouldn't worry - the core experience of doing jobs and fighting will remain unchanged.
2. Why did you choose Paris for the first Challenge Mission?
When choosing the storylines for the Challenge Mission, we wanted to go back to the core of the Mafia Wars experience, that of high stakes crime. Our team brainstormed quite a few ideas about what kind of heist would be considered the ultimate score. We came to the conclusion that the Mona Lisa had the immediate name recognition across the many different countries in which Mafia Wars players live. Paris was a simple decision after that, since the Louvre houses Da Vinci’s masterpiece.
One of the exciting things that Challenge Missions allows us to do is to visit even more exotic locales in the Mafia Wars world. So who knows, we might be heading to your home city next!
3. I don’t have enough maps! Aren’t you making maps hard to get so you can sell them?
We made sure that diligent players would have more than enough maps just through collecting them each day via the button on the main Challenge Mission: Paris page, and making sure that you don’t play while the heat meter is too high. So don’t fret if you aren’t getting too many from fights, jobs and robbing, as you’ll have enough purely from the collection button. The Challenge Mission was named to be just that, but we wanted to make sure that the rewards were worth it. The French Kiss and DaVinci Q415 items are amongst the best items in the game. On the other hand, we were careful to make sure that no player was forced to buy maps if they were dedicated players.
4. How often will Challenge Missions occur?
Challenge Missions are going to be an ongoing feature of Mafia Wars, to allow us to add depth to the game experience. It is also there to present a good experience for both new and old players. Each Challenge Mission will have a unique location and storyline, and even the requirements and gameplay will change from time to time. It will probably show up in your MW home screen eventually but there's a way to force it open for you. Just use this link:

Once you go in you will see there are various positions to fill. I can't say what these new positions will do and what the benefits will be so as soon as that information is available we will pass it along.
Currently the requirement is to fill:
2 captains
4 lieutenants
6 enforcers
6 street crew
On each position it will give you the option to add people in so click add and you will get to see around 505 of your mafia to choose from. Not everyone will show up so you may have to exit from that screen and go back in so it grabs a new batch of people. Also, it's possible that people who haven't started in on this may not be eligible to be selected. I wouldn't worry too much about that for now as you can change the positions later (there's a 24 hour timer). There's clearly going to be some benefit for being in a top position so look at who your regular players are and who helps you and add in those people. I'm sure Doug is in your old top mafia in some position so try and add him in as a captain if he comes up as selectable in your list. Right now I don't know what's going to happen to the old top mafia and how it interacts/effects the new top mafia, but currently they both co-exist and it may continue that way.
Once you add each position you will get various bonuses for filling up the tiers. Plus for each gift or energy pack you send you will also get a 28 XP bonus which is great, so don't miss out on that..
You get further bonuses by giving at least one gift to one person in each tier. The only area it gets sticky is in street crew where you have to be level 19 or below to qualify. You're likely to have a number of friends who started in on MW but quit for one reason or another - so here's Zynga's plan: use you to recruit these people back into the game because if they're "MIA" you don't get credit for them! Plus there's a further bonus for getting 6 people to lvl 20. So you can see what they're up to.
There are also more changes coming with the introduction of something called the "Fight Club". My guess it will be a revamp of fighting along the lines of the new robbing. There's lots more going on there but I'll hold off on going into that further until I really have some definitive info to pass along.
Quick note on the new robbing features. Hopefully you're all enjoying the benefits of the revamp. Clearing the screen of 9 robbing targets give you an extra XP payout no matter what your record is for that screen, so it's a nice extra bump that everyone should take advantage of.
The two new achievements that go with robbing, the tools one which is fairly easy to get as they drop regularly, and the diamonds which is very hard to get. There is no particular way to get the diamond. You can get them for robbing any target or get them on the summary screen for clearing the targets. You can go 9-0 or 1-8 for the screen, that has no effect on getting a dia. I've had screens where I went 9-0 back-to-back and got no diamonds, so that doesn't help get them. All you can do is keep robbing and hope they drop. There's just a bit of confusion on the dia issue so I hope this clears it up somewhat!

The Game Design Perspective - Top Mafia Rewards
Hey there Mafia Wars fans!
I’m a Systems Game Designer on Mafia Wars. Now what that means is that I’m the guy that is involved in making sure that all the numbers, balance and stats in the game make a great gaming experience for all types of players. It’s awesome to get feedback, both and positive and negative, from the fans of this game. It’s the passion that you show as fans which makes this game so great.
As Mafia Wars heads into its third year, there are a lot of decisions made and game structures created at the time of the game’s release that really didn’t account for Mafia Wars being played by over 20 million players per month. One of these game features that couldn’t account for the game’s rapid growth is the Top Mafia reward. Top Mafia (previous to the recent change) provided a reward if you had high-level friends in your Top Mafia in certain positions (and an additional bonus if you were in a friend’s Top Mafia). We in the design team refer to these bonuses as “passive” rewards, as once you had set up your friends, you didn’t have to do anything to maintain the bonus. Now from a game designer’s perspective, this is pretty troublesome, as we are giving away free progress (in the form of Energy discounts and rebates) for little interaction in the game. Since leveling up resulted in a full energy, health, and stamina refill, it eventually lead to some of the high-level energy players being able to level up many more times in a single session. This leveling boost was against the spirit of play we intended for Mafia Wars.
We as a game creation studio go through a tremendous amount of research and discussion about each change we make to the game, and below is a little example of that analysis. The following is a graph of typical high energy players playing in New York (the Mafia Wars city, not the real life city ), and how much all the accumulated energy rewards gains for each player per level. The left axis is the player level, and the bottom axis refers to the percentage of XP required to complete level. As you can see, the Top Mafia reward accounts for a very large percentage of passive XP each level.
Why is this situation so bad that we felt we needed to change the Top Mafia rewards? To be perfectly honest, the current passive XP reward situation put us in a big bind when it came to creating exciting rewards for the vast majority of players. Also creating a big chasm between the high energy players and the more stamina heavy fighting players. We’re not going to sugar-coat the reality of this change for the power energy players. Some of you will initially be affected negatively. We are making this change to allow us to improve the entire game to be even more awesome as a whole. What this will do is share more experience to all Mafia Wars players, allowing the community to make it an even more social experience for all involved.

Ultimately, I would like to let all our players know that we try to listen to each different opinion they have and truly have their best interests at heart. We understand that some of our decisions may adversely affect some players (and some help them too), but it is for a greater goal of making this the best game experience that our users can have.

THE NEW TOP MAFIA
Apparently this DOES replace the old top mafia, so you have to do it... and your Street War values (whatever the heck THAT means) increase/decrease depending on WHO you pick!! So pick BEASTS in the game, that you are good friends with also!!
When picking people to promote, it seems to pick 500 people in your mafia AT RANDOM... so if you don't see people you really WANT to promote... just keep refreshing... eventually, with a lot of patience (and perhaps a lot of alcohol) they will show up for you to promote them.
We're also hearing reports of Zynga giving LOTS of Baht, Rubles, GF's points , etc because they made errors in the transition... so if you haven't received that notice yet, keep checking on your properties... it just might pop up for you....
One really GOOD change they made: they moved the "ask mafia to attack" button!! YAY!!! It's on the left side now!!!
ALSO, here's a list of changes that are "supposed" to be happening soon:
1. Mystery Bags will be limited to 30 clicks soon.
2. New Lotto Collection coming (still not sure what bonus this so called lotto collection will give)
3. Las Vegas Coming this summer (mid-June/July 2010)
4. Customized characters that can be voted on for the PRESTIGE award/achievement. This is going to replace the SAFE HOUSE.
5. Also new Top Mafia Positions and related achievements... for 25, 50 and 200 promotions in the SAME category. The 200 will give you 10% no energy, or 50% energy, or 200% money chance per job.
6. Fight Club is launching soon.
7. The new fighting system will be called "ARENA" ... and it's exactly like the robbing...
8. Armor Depot will be added too.
..and dont forget to make me a part of your TOP MAFIA :)

Robbing:
I have done a rough estimation on the stamina to experience ratio for robbing in all 4 cities. Currently, you will spend less stamina and receive more experience if you rob MOSCOW businesses. The rough estimations, and they will vary slightly depending on your wins/losses and bonus payout are:
NY 3.25 experience per stamina
Cuba 4.6 experience per stamina
Moscow 5.5 experience per stamina
Bangkok 3.25 experience per stamina
If you were hoping to rob your way to yakuzas and assassins in Bangkok, you might want to up your stamina supply. The payouts are quite low for baht, but if you need a quick way to pick up satellite phones or pirates to do jobs, it should help you out while you wait for the business to mature.
A small update to the fix they were to implement for shorting us on baht with the properties conversion...they have pushed the date back to today currently.

Vaulting Stolen Diamond Collection
About your Stolen Diamond Collection, I was checking your particular issue and found that there are some other accounts affected with this inconvenience. I spoke with our developer team and they told me that they do not have an estimated wait time for this to be resolved since they are tracking all accounts affected to apply a fix for all of them at the same time. The fix is in development and will be applied soon in Mafia Wars and for sure you will be able to continue playing.

Challenge Mission: Paris
Do you have what it takes to steal the Mona Lisa? Challenge Mission Paris will have 3 chapters, each with 3 jobs. Finish each chapter for a special Limited Edition Reward. To complete Paris you will need to collect special Parisian Maps which can be found from doing jobs, robbing, and fighting. They can also be harvested each day from the Challenge Mission: Paris page.
Robbing Updates
There have been several modifications to the robbing feature. You can now use a ‘burner’ cell phone to call for backup and retry failed robbing targets. Also, robbing people from their profile page is a lot more interactive and has improved rewards. We now show both robbing wins and losses on your profile page, and there are 2 new achievements for getting 9-0 robbing board clears.
Property updates for Cuba, Bangkok, and Moscow
Businesses in Cuba, Bangkok, and Moscow have a bold new flashier look and will now behave like the properties in New York. This change will allow us to roll out robbing for these cities in the near future.

REASONS: Episode 3:Chapter 2- There is no real advantage to choosing one side over the other here. Note that the "Hijack a Boat Load of Electronics" job will need to be repeated for consumables down the line, so consider finalizing the choice with your lowest faction. This job drops the Satellite Phone.
Chapter 3-The "Offload The Cars Onto A Waiting Barge" job is Triad-only and costs 1 Satellite Phone, while the Yakuza-only version does not require a consumable. As a result, you always want to pick Yakuza in
Episode 3: Chapter 3. There is no reason to pick Triad for this section.
Episode 4: Chapter 2- It makes no difference whether you pick Triad or Yakuza here; either way you are going to be using drug shipments.
Chapter 3- By siding with the Triads you can get out of spending satellite phones. None of the loot is worthwhile here so that is a non-factor.
Episode 5a: Chapter 2- Don't be fooled by the stats on the Kage Jet; it is the same as an Armored State Car which has little value on the market. Siding with the Triads here costs extra drug shipments for the "Frame An Enemy For The Murder" job, so pick Yakuza.
Chapter 3- The "Gather More Evidence Of A Betrayal" job drops the Yakuza-only Tanto (weapon; 43 attack, 28 defense). This item is tied with the Ubijca Assault Rifle (from Moscow Episode 5) as the best in slot weapon. Pick Yakuza. The "Spread Distrust Among the Yakuza Families" job drops the Triad-only Optical Camo Suit (armor; 43 attack, 26 defense). Conclusion: The Optical Camo Suit is garbage; the Shturmovik from Episode 4 of Moscow has 2 more attack points. Pick Yakuza here.
Episode 5b: Chapter 2-Note that the Yakuza job drops a good item you will want but the Triad job does not cost a pirate. If you are short on pirates, consider picking Triad until the final time through the tier, and then switch over to Yakuza to give yourself permanent access to the Yakuza-only Lloyds Spectre. If you have plenty of Pirates, just pick Yakuza every time.
Chapter 3-The Monk's Robe (Triad) is garbage and the Cleaver (Yakuza) is not. Furthermore, there is no difference in consumables between Yakuza and Triad. Opt for Yakuza every time here.

The best strategy in Mafia Wars is to put all the stat points on the energy stats. you will need a lot of energy to gain experiences. upon reaching level 100, you can add to defense and attack stats and few to stamina. you should also increase your mafia family size for they will add to your fighting stats and also help you on some jobs and give you gift items when you needed them.

News on Weapons Depot and Chop Shop
This information was found by one of my friends and I just tested it by sending from Bangkok and then trying again from NY.
Attention Mafia: With the changes to properties, you now have to be in NEW YORK to send the Weapons Depot and Chop Shop items people are requesting. If you are in a different city, it will tell you that the person has received all the help they are allowed. Please pass this on so people can get their items to upgrade.
Thought I would share this because I try to help but don't always help when I'm in NY.
